Changes coming to TTM training


From the 1st of November 2024, NZTA is no longer maintaining some of the warrant system. So what does this mean for TTM Training?


All you need to know for the changes ahead

What is changing:

NZTA is no longer maintining TMO and STMS A/B/C warrants from the 1st November 2024

Starting from November 1st, 2024, Waka Kotahi will no longer manage or register TTM warrants where there are equivalent unit standards available. Unit Standards have been in effect for over three years, and with the majority of the industry having achieved these standards NZTA will no longer maintain the warrant system where a Unit Standard already exists.

This means that the warrants of TMO-NP, TMO-Practicing, STMS Universal, STMS A/B/C-NP, and STMS A/B/C-Practicing will be phased out. Instead, the unit standards US31958 (TTM Worker), US31959 (TMO-NP), US31960 (TMO-P), US31961 (STMS Universal-NP), US31962 (STMS ABC-NP), and US31963 (STMS ABC-P) will be delivered through Connexis by the current TTM trainers and assessors, using the existing training materials provided by Connexis.

Warrants that are changing:

  1. TMO NP
  2. TMO P
  3. STMS U NP
  4. STMS A/B/C NP
  5. STMS A/B/C P
  6. STMS R NP

What this means:

This will mean one credential (a unit standard) will be awarded for each of set of training and assessment instead of 2 (warrant and unit standard).


What about the CoPTTM public search?

All remaining Waka Kotahi warranted workshops will continue to be registered in the TTM training database and available in the public search once processed along with any warrants you have been awarded at any time in the past. Note that unit standards are not available to search on the TTM training database public search. These can be accessed through your record of achievement on the NZQA website.


Are any warrants staying?

Yes – not all TTM warrants have an equivalent unit standard or a replacement skill standard/micro-credential yet. At this stage Waka Kotahi is continuing to register the following warrants via their relevant trainers:

  • Inspector
  • STMS Mobile NP
  • STMS Mobile Practicing
  • KCTL

How will refreshers work?

Because the NZ Guide to temporary traffic management (NZGTTM) and the Health and Safety at Work Act (HSWA) do not specify training requirements beyond a primary duty of care to provide workers with appropriate information, training, instruction, or supervision necessary to protect all persons from risks to their health and safety arising from their work, it is up to individual organisations to determine what refreshing knowledge and reassessing competence looks like.
